My thinking for this question was that the conclusion says that removing the mandate is only for the benefit of commercial airline passengers to prevent accidents. So any option that reiterates or confirms this is the correct answer. While reading the conclusion, however, it may come to our mind that is there no reason for how it can also benefit the military? maybe they did it for their benefit as well. Option C however clears this confusion as it says that chemical warfare is increasing which means that military pilots must take the shot for immunization purposes. So this decision cannot benefit the military, so it must be for the commercial airlines only.  Experts, please confirm if my thinking is correct.
