Critical Reasoning (CR) | Economist: Sales taxes do not provide a fair alternative to income

What turned me off with the correct answer choice, is that it was using a hypothetical "could" instead of the recommending "should". Because I saw that sales tax was compared with income tax, I thought that a recommendation will be made for a fairer sales tax, hence I chose choice D. Yes, even though I thought it was a bit extreme and not in line with the fairness comparison at the beginning, the fact that it was providing a recommendation led me to choose choice B. But it is clear now that only choice B copies the pattern that was used at the beginning of the passage to describe how income tax works and applies this pattern to sales taxes.­
