Must be made available means seems like it will be done now but 'must be available' conveys that it should always be available every time and no one is specifically makingit.

Is my interpretationwrong? Can someone help me the role of the word 'made'here?

Essentially, your hypothetical sentence is exactly what (C) means. If something "must be made available", it suggests that there's an absolute, or legal, obligation.
