Can someone please explain me why 'C' is correct.
It seems to me the word 'made' is making a confusing here.

If the sentence says "The services provided by many public-sector companies must be available to citizens, even when a price that covers costs cannot be charged." then it will make more sense and lead to "C" as correct answer.

Must be made available means seems like it will be done now but 'must be available' conveys that it should always be available every time and no one is specifically makingit.

Is my interpretationwrong? Can someone help me the role of the word 'made'here?
