Sort by population, CA has the highest population
=> CA's number of postal facilities: 1056 + 721 + 351 = 2128

IL has more post offices than CA but the total number of postal facilities is only: 1225 + 190 + 96 => surely less than 2128
In other two categories, CA ranks thehighest


The state listed with the fewest total postal facilities also had the lowest average number of persons served per postal facility. => Notsupported

Delaware has fewest total postal facilities (rank lowest in all 3 categories): 53 + 17 + 4 = 74
=> Avg number of people served per facility:\(\frac{784k}{74}\) = 10.59k


Looking for a state have a small population in comparison to the number of facilities

=> Sort by population: Alaska has smallest population (smaller than Delaware's) and seemingly large number of facilities (larger than Delaware)

=> AK must have lower avg number of people
