­Consider \(100\) tourists.  Then \(30\) ride bicycles and have beverages. 

Let \(x \) ride bicycles , then \(\frac{40}{100}x = 30\)

Therefore \(x\) is \(75.\)

Hence  \(25\) or \(25\%\) of tourists are without bicycles.
