Option B mentions, "At the end of its useful life..." Since its useful life has ended, does it really matter how long it takes to remove the film? It wouldn't save much time since the airplane is not going to be in service anymore.

This brings back memories of our old, retired friend Sentence Correction.
The referent for "its" here is "THE FILM," not "the plane," meaning the plane is still in operation when the film's no longer any good. So removing the old film, and presumably applying a shiny coat of new film, is still part of the plane's maintenance.
