No, "therefore" doesn't create a dependent clause. "So" would work, but not "therefore." It's true that "therefore" builds on what was said previously, so we're not likely to see it at the beginning of an SC sentence. However, in real writing, it's normal to see "therefore" introducing an independent clause. In fact, this often happens at the end of a CR argument.
