GMAT Sentence Correction (SC) | Re: Marconi's conception of the radio was as a substitute for th

I am not sure of the usage of 'substitute' in choice C. The current usage is:"that could substitute for the telephone". Shouldn't it be one of the following ways:

that could substitute the telephone
OR
that could act as a substitute for the telephone

Please guide here. Thanks!
