No, that is not the reason, the opening part (" Though his neighbors were shocked and even feared his family would take on animal characteristics") is not a modifier, but a dependent clause. So there is no requirement that it touches Benjamin Jesty. Moreover even if it were a modifier, it would modify "Benjamin
