I have read all the comment and I am still not convinced about answer choice
A, B, C are out because they give a specific reason to weaken the conclusion of theprompt.
Answer choice D : A weekly newspaper with local information is published, and so what ?
Does it mean that everyone buys it ? Does it mean that it has a great market share ?
Since it does not give any of those two information, we can just know that it exists, thus it is neither a strengthener nor a weekener So it should
