GMAT Sentence Correction (SC) | Re: Despite

Dear Expert,

Please help me to understand why 'c' is wrong here.
As per my understanding, 'Citizens' is not in possessive form and thus 'who' should be pointing to it. Also, verb 'has' is needed to convey the meaning - the number has jumped and not citizens themselves.
