A classic case of command subjunctive. 'Require' is a command verb and hence is to be followed by the connector 'that' and the subjunctive bare infinitive verb 'be reviewed'. Therefore, A is correct. All other forms such as to be reviewed and 'will be reviewed' are out. 'Have a requirement' is poor diction as per V-A-N usage.
