Hi stanleygao, this structure is calledabsolute modifier and is just aphrase (not a clause/sentence). The structure of anabsolute modifier typicallyis:
Noun (its acoustic energy) +Noun modifier (prevented from dissipating....).
Absolute modifiers are quite frequently tested on GMAT and so, test takers need to make themselves comfortable
