when I firsted answered this question, I made a false answer E. It's very tricky because E refers to "by the end of the war in 1865", which does not mean that rifle superiority at the beginning of beginning of the war is equal to that of beginning of the war. Through I don't agree with C however, which is the least wrong answer.
