GMAT Sentence Correction (SC) | Re: Despite the increasing number of women graduating from law

Hi Expert,

I have a doubt in the option C
the proportion of judges and partners at major law firms "who" are women has not risen comparably.

The placement of who looks tricky in the sense, to what it is referring to, the law firms or the women.

Could you please advice.

I take was option D bit I ignored the 'yet' part.
