GMAT Sentence Correction (SC) | Re: Lacking information about energy use, people tend to

i got the answer D
but have some doubt,
can anybody explain what it refers in the option B,C and E , to me it seems to refer the amount of energy but if it does not then can we eliminate these option as an pronoun ambiguity
please explain ...
