Why "they" can not be used to refer to commons, and why choice C can not be correct? Please help !
House of Commons is not a group of commons; it is an institutional body - notice the capital C in Commons. Thus "they" isincorrect.
I chose E but I have a silly doubt. As per my understanding, if a pronoun has a clear antecedent then subsequent usage will always refer back to the same antecedent. In this case, it and its will unambiguously refer back to HoC.
