The argument tells that the Govt has requested the sellers and customers to report piracy. Option C tells that sellers will do anything to protect the rights of creators. Now since Govt has put forward a mechanism to protect rights of creators this plan will be successful if option C is true. On the other hand if C is not true then the sellers wouldn't have reported piracy even if there is a provision to do so, resulting the plan to be a failure.
