GMAT Sentence Correction (SC) | Re: Dirt roads may evoke the bucolic simplicity of another

In A, is the answer wrong because the sentence is comparing the cost of dirt roads to maintaining paved roads?

Would it be correct if the sentence were to say ...maintaining dirt roads cost twice as much as maintaining paved roads?
