I did choose E but I was not sure about AND/OR. OG's explanations says that "logically, the areas described would suffer from both little water and few serivces at the same time, so the correct conjunction is and, not or".
I can't seem to wrap why head around why this is logical? there can be an area where there is less water, but many services. What OG says only makes sense only if we assume that water is a service or an important service - but this seems perspective based
