Although I got this question wrong - After analysis, I am convinced that 'A' is the correct answer. Basically, we need to be sure what this question is asking us to look at in the answer options - It needs us to find the weaknesses in the argument , What i understood by the weakness is - that argument might be assuming something wrongly because of which it falls apart. For instance - in this argument, Officials have mentioned that the Critics are disloyal and thus wrong about public vulnerability. This point is weak - look at answer option no b, "Whether or not the critics are disloyal has no bearing on whether or not they are wrong". Weakness of an argument is an underlying assumption that the argument makes. Here officials assume that the critics were disloyal without providing any proof of their disloyality - were there findings about public vulnerability wrong ? May be yes may be no - but officials dont know that for sure.
