GMAT Sentence Correction (SC) | Re: Lacking information about energy use, people tend to

I got a question about D. SO I was down between A and D. I rejected D because it says visible equipment, such as lights. Lights is not visible equipment and doesn't make sense. I dont understand this part. And Hence picked A.
