GMAT Critical Reasoning (CR) | CR Argument Analysis

This is a question from CR Bible Chapter2:

Hog farming is known to produce dangerous toxic runoffs which enter surrounding ecosystem and contaminate the environment. Despite this, however, hog farming practices should not be more closely regulated because research has shown there is no better method for dispersing effluent from hog farms.

My quandary is to classify whether the argument is weak or strong. I would request experts to opine more on this.
