Compared to many, i saw the modifier global warming and after reading the question i just followed the rule of thumb, the modifier should be as close to its modified entity as possible. I was also very careful of not running to an Of noun phrase.
Therefore, it got me to Option C.
I also knew that submerge is a verb and therefore the Idiom Due to should not be used. Unless it was written " the submerging of the major cities is due to global warming." Kind of awkward,
