Since the argument talks about those who don't maintain certain standards of safety,
a newsletter(containing ways to detect a gas leak and encouraging householders to check for such signs)
seems like an absurd suggestion to give.

The reason for that is if somebody doesn't take care of maintaining safety standards,
how can you expect him to check for signs to detect a gasleak?

Option E gives us the exact same reason as a criticism for using
the newsletter as a means to achieving the fire safety
