If you are running short of time and do not have time understand the meaning and figure out the splits then use VAN where V > A > N
This will leave you with one option, which is option D
In option D we have the verb form ENABLES. None of the option have verb forms for ENABLE.
So mark D and proceed
GMAT uses VAN very precisely so chances of going wrong with VAN is less. Having said that, I must say meaning clarity and grammar is the best way for elimination. VAN is just a preference
