Even i fell for the option B at start. Later after going through question thoroughly, I found that Option B is stating Fluctuations affect Number of Job OPENINGS. Instead of OPENINGS if it were APPLICANTS the answer may sound be great.
But still they might argue that it is already stated in line 2 of shelly so it can not be the assumption.
