GMAT Critical Reasoning (CR) | Re: Which of the following most logically completes the argument

I wonder why not E?
My reasoning was since it stated in the passage that the their historical dependent area get destroyed for farming, they're ended up eating crops, and why that even though there are sanctuaries created for them, the raiding still persist, why? they leave the sanctuary to go back to their historical dependent area, and since now already became farms, so they're eating the crops. Seems only E that showing the connection between sentences in the passage.
