I think option "B" is better that option "E".
Option "E" only talks about "financial disclosure requirements for candidacy before any previous gubernatorial elections". Even if he fulfill the requirement it can not be said that he will run for gubernatorial elections as we do not know whether he submitted the required details to the Election Commission.
