In 90,Prices are compared..So,"Higher now than the prices at the producer level a year ago" will be the extended version..So,We replace the "prices at the producer level" with "those of a year ago"......Whereas,In 104, Years are compared and not prices..Higher this year than last year! ....Will be more than happy to explain again if you don't get it..Need to observe closely what is being compared in comparison Questions..
