No way that's a gmat question. Gmat questions focus many times on switching from A to B, which is more efficient.
What do they want to do? Rewire the telecommunication lines. What do they care about? cost.
So if a better and cheaper alternative (answer E) is expected to be available it does strengthen their decision to wait .
C sounds correct as well.
