The answer should be C in my opinion. In order to weaken the argument (Louisiana should be expected to offer similar benefits to its own citizens), we need to find a statement that hits the dome right away. If we do our pre-thinking, we can conclude that the only way Louisiana can provide similar benefits is when they are charging more in taxes. C is stating the same thing.
