I'll be the outlier to go with D. Here the conclusion is economists sided with policymakers. WHY? Because the agencies had chewed more than they were allowed to - a fact that both economists and policymakers would agree.
I don't think it can be B for the simple reason that these agencies, whether it be a depression or not, could still continue with financial relief.
