My 2 cents:
"outnumbering" in A actually is unclear while "which were" in E is clear because "were" tells us that the subject is "letters"
Also, E uses the redundant clause that can leave the whole phrase after commas out. On the other hand, in A, "outnumbering" should modify "letters" not the whole clause "letters were written...."
E is correct. In Gmat, ones must think fast and act upon instinct.
