Was a straight E for me.
Coming to the options..

A- speaks of economic growth. Growth is nowhere mentioned in the passage. So its out.

B- speaks of the desire of most citizens' of country F to have a GNP >120 billion..but that's option 2 and majority supported option 1.Out

C- The passage doesnt talk of the beliefs of the citizens and definitely doesnt talk of personal welfare.Out

D- We don't see the mention of measures of economic health as well.Out

E- straightaway talks of the citizens'
