GMAT Critical Reasoning (CR) | Re: Antoine: The alarming fact is that among children

How B is the conclusion.. ??

Lucy statement says that 6.6 per 1000 was last year's number. What if this year increased and become equal to 11 per 1000. If Lucy compares both adult and childrens number in current year, we can conclude B as conclusion.

Can anyone explain ?
