Also is passive construction always a no no in GMAT sentence correction questions or only when there is a better option available? In what all cases can we use passive construction?

The correct option: "it is not expected ..........revision" is an independent clause. Can an independent clause be correct if it starts with a pronoun as there will be no antecedent in that clause for that pronoun?
