"a book is not promoted by...", such phrase will not be useful in assumption, strengthen, or weaken question. In inference question, the negation in an option should capture the interest of test takers because that option is probably the answer. At the same time, ones should consider whether the information in the option is covered in the passage. Here, we do not know about the chance, or the probability of "a book is not promoted by...".
