(A) –9
(B) –8
(C) –7
(D) –6
(E) –5

We need to determine the least value of x such that y < 9. Since y = -2x - 8, we have:

-2x - 8 < 9

-2x < 17

x > -17/2

x > -8.5

Since x must be an integer, its least value is when x = -8.

Answer: B
