I can not understand why GMAC uses such confusing language at times?
As per meaning:
Some US legislators cite a concern that bank's loans to help foreign producers compete with american businesses will act as obstacle to congressional passage.
(I faltered first time in meaning itself)
Coming to POE:
A) discarded since being can not be used to modify immediate preceding noun : congressional passage and makes no sense for being to modify obstacle either.
