Please criticise my reasoning for C.
The conclusion says that teenagers are not employed as employers could not afford to pay the minimum wage. This explains why unemployment rate is high.

C states that teenagers are hired in some periods of a year. We can say that the unemployment rate is not related to the wage, thus weekens the conclusion.
