You don't even necessarily have to use prime factorization or algebra or anything too fancy on this problem- this one can be done in the head because 12 is a multiple of 4 and 6 and is smaller than 24 so it it's E - but for the sake of using prime factorization
n = 3 x 2 x 2 x 2 x some integer K
So

N = 2 x 2 x some integer K
Clearly insuff because

N = 3 x 2 x some integer k
