Hi,

Can someone please explain me above line in which"implemented to evaluate the effectiveness of tenure-track faculty returned ambiguous results" is acting as verb-ed modifier. should it not be preceded by a comma ? the way it is written, cant we infer that it is the new system that implemented something?
