Why the first modifiertilting is then used correctly?

The warning signs for a major earthquake include 4 things - a,b,c,& d. In this case - a,b,c,&d need to be parallel.

a - Sudden fluctuations in ..
b - tilting and other deformations of
c - (need to keep the consistency of writing) changes in the measured strain
d - variations
