you wouldn't say "The rise of Uber decreased the riding of cabs". It's "The rise of Uber decreased cab usage". C/D/E all change the meaning of 15-45% which means that original meaning was the one that was incorrect. Besides, if the 15/45 meaning in a/b were correct that would mean that the current seat belt usage is level is 15%, which is way too low. The sentence is trying to say usage
