Critical Reasoning (CR) | Re: The Intermountain chain of hospitals launched a program a few years

Hi guys,
What is the source of this question.
I think C is wrong because of "has not led" in the conclusion. It make the present tense "there are" in C is irrelavant. Although currently the costs can be reduced and the program can have economic benefits, the progam still HAS NOT LED to economic benefits so far.
