A. week; and only 20 percent
B. week; while 20 percent did so
C. week, but only 20 percent
D. week, a number that fell to 20 percent
E. week; as compared to 20 percent

I choose C because this is the choice that shows contrast.

Definitely eliminate A&B at first. D&E seem wrong because too wordy.

Any OE?

Thanks.
can eleminate A, B and C - because of semicolon.
