'Ed' ending word such as 'aimed' without a comma before it, will almost always refer to the noun closest to it, in this case 'project'.

Further, considering the split of aimed vs aiming, aiming. Without a preceding comma refers to the closest noun- project.

The project cannot by itself aim at doing anything!

E has to be ruled out because now we know the core of the topic is to refer to 'project'.Basically to modify 'aimed'

This leaves us with A and C.

Now tightening tells us about 'ing' modifiers.
