I completely disagree with the answer. The beginning of the sentence says that they have been taking a long time deciding on an action, requiring multiple meetings between several people. The UN demanding that they decide right now makes sense in this case. Theres no indication, other than the beginning sentence, that the plan has to take effect immediately.
Why would the UN demand they decide on a plan of action? What was the point of the meeting to begin with? That sounds redundant to me.
