Can you kindly let me know that if. " It is rare that - is a case of subjunctive or not , since i read above in someone's comment that rare that is describing condition, some one had mentioned,
If ( rare that construct) is considered as subjunctive for eg:- The board recommended that the company go for public offering.
subjunctive can be - certain
